How to make it:

create a foundation chain, then single crochet into the second stitch from the hook. Skipping two stitches, double crochet into the next chain then repeat your double crochets into the same stitch for a total of 5 times. Continue this down your foundation and at the end chain 3 and slip stitch until you can begin another shell into the top of a shell on row one.
